The strictest case is Italy: in January 2025 the data-protection regulator ordered the app pulled from Italian app stores and restricted DeepSeek's processing of Italian users' data — but there is no network-level block, and the order binds DeepSeek, not you. In the US and Australia, the bans cover government devices and agencies, not private citizens. Most of the world has no restrictions at all.
So the honest answer splits in two. If DeepSeek is unreachable because your office firewall or ISP-level filter added it to a blocklist, a proxy solves exactly that — it's a network policy, and you're routing around your own infrastructure. If your concern is regulatory, a proxy changes nothing about the legal picture, and anyone claiming otherwise is selling you comfort, not compliance.
