Is DeepSeek banned in my country, and does a proxy change that?

Almost certainly less banned than the headlines suggested. The strictest case is Italy: in January 2025 the data-protection regulator ordered the app pulled from Italian app stores and restricted DeepSeek's processing of Italian users' data — but there is no network-level block, and the order binds DeepSeek, not you. In the US and Australia, the bans cover government devices and agencies, not private citizens. Most of the world has no restrictions at all.

So the honest answer splits in two. If DeepSeek is unreachable because your office firewall or ISP-level filter added it to a blocklist, a proxy solves exactly that — it's a network policy, and you're routing around your own infrastructure. If your concern is regulatory, a proxy changes nothing about the legal picture, and anyone claiming otherwise is selling you comfort, not compliance.

Will more IP addresses raise my DeepSeek API rate limits?

No, and it's worth being precise about why: DeepSeek computes its concurrency limits at the account level, regardless of which API key — or which IP — the requests arrive from. Why do my DeepSeek responses cut off mid-stream through a proxy?

A hard prompt can hold the connection open for minutes, and before inference even starts DeepSeek may keep the line alive for up to ten minutes, sending only SSE keep-alive comments or empty lines.
