Running things — an ad account, a business page, a seller profile — is an identity job: it wants one static address the platform sees every time, with no other customer's history on it.
Use packages for the first and a dedicated or ISP address per account for the second. Pointing your ad account through a rotating pool is the setup platforms flag fastest — login geography that jumps between countries reads as a compromised account.
Your verification tool loads the pages where your placements should run — through an IP in the target market instead of your office connection. That single change fixes the two blind spots verification exists for: geo-targeted campaigns actually render (a Madrid placement won't serve to an out-of-market address at all), and cloaking becomes visible, because bad actors serve compliant creatives to addresses that look like advertisers and the real ones to addresses that look like audience.
In practice teams schedule checks across a country mix, screenshot what renders, and compare against booked placements. The traffic is image-heavy, which is why unlimited bandwidth matters more here than raw request counts.
