The 15,000-per-10-second figure is a global ceiling. Real constraints are per endpoint: 150 for positions and 300 for markets, with immediate 429s in our tests.
Most info calls cost 20 weight, so 1,200 per minute means about 60 requests per IP. Endpoint costs, the wallet-level action limit, and a measured 429.
