Enter the settings using the gear icon (home screen) and click on it. Under "Wireless Networks", click on "Wi-Fi" and then click on "WiredSSID" and select "Change Network". Check the "Advanced" checkbox, and then select "Manual" for the proxy server. Click "Save" and close the settings.

If we're talking about Windows 10, you'll first need to open the "Settings" application and the "Network and Internet" section. Here, after opening the "Proxy Server" tab, find the column "Manual proxy server setup" just to the right and move the switch to the "On" position. Enter the IP address and the proxy port in the specified fields and click "Save".
