A proxy pool is a database that includes addresses for multiple proxy servers. For example, each VPN service has one. And it "distributes" them in order to the connected users.
To check if a port is available over UDP, you can try binding to the port for a short period. If the binding is successful, the port is available. If it fails, the port is already in use. Here's a simple example in Python:

In this example, the is_port_available function creates a UDP socket and attempts to bind to the specified port and host. If the binding is successful, the function returns True, indicating that the port is available. If the binding fails, the function returns False, indicating that the port is already in use.
VPN is considered a more advanced technology for anonymization on the Internet. The main (but not the only) difference between VPN is the encryption of all traffic. But this decreases the connection speed and also increases the response time of the remote server. A proxy works slightly faster in this respect.
Click on the three bars located in the upper right corner and click on "Settings". When the settings page appears in front of you, go down to the "System" section and click on "Proxy settings". In the window that appears, click on "Network settings" and then check the box next to "Use a proxy server for local connections". Now all you have to do is enter the IP address and port of the proxy server, and then save your changes.
In Windows, proxy settings for local connections are made through the "Network and Sharing Center" (from the "Control Panel"). You need to select "Browser Properties", then go to "Connections" and click on "Network Setting". And there you can set either the script or the parameters for the proxy.
