In the browser settings, select "Open Browser Settings" and then, finding the "Advanced" button, go to the "System" section. Click on the button "Open proxy server settings for computer" and in the section "Manual proxy settings" move the slider to the position "On". Now enter in the appropriate fields the IP address, proxy, port and click "Save".

Any software that works in a general way should be excluded from their number. The error "Unable to locate element" in Selenium usually occurs when the web element you are trying to interact with is not present in the DOM (Document Object Model) at the time your script tries to locate it. This could be due to several reasons, such as

The element is present but not visible (e.g., hidden by CSS or not yet rendered).

The element has a different ID, name, or other attributes than expected.

A proxy is just used to bypass torrent download blocking through your ISP's network. Separately, the proxy server can block the host, that is, the owner of the site where the torrent files are posted. But it happens mostly due to malicious violations of the rules for using such a resource (for example, "cheating" rating).
