You cannot use a proxy server in Outlook (for security reasons). Therefore, it is possible to organize a local proxy with traffic forwarding through the port. Or you can use third-party tools such as ProxyCap.

Technically, the ISP cannot block all VPN servers. But it is possible to block some of them. In this case, you can use any other VPN service. But you have to be careful with "free" ones, as they often make money from collecting and selling users' confidential data.

An "open" proxy means one that is publicly available. It can be used by many network users at the same time. But because of this its bandwidth is also quite low, because the server simultaneously handles all requests through a single port.
