Open the "Data and memory" item in the settings, and then, under "Proxy", click "Proxy settings". In the "Connection" window that opens, select "Add proxy" and then check the SOCKS5 proxy. Next, in the "Server" field, you must enter the IP of the proxy, and in the "Port" field enter the port SOCKS5. The next step is to enter the login from the proxy and the password from the proxy. Now, all you have to do is click "Done".
To check a proxy for blacklisting, it is necessary to use special tools developed for this purpose. Many proxy-checkers provide free online IP-address verification and provide detailed information related to the proxy servers security. To get it, just enter the IP address of the proxy and click on the "Verify" button.

In this example, I've used htmlcxx for HTML parsing and XPath queries. Note that you need to include the htmlcxx library in your project.
Technically, ISP can block only some intermediary servers by IP-addresses. But it's impossible to block absolutely all VPN-servers, because there are so many of them and their addresses are constantly changing. Accordingly, in this case, you just need to use another VPN-server.
