Technically, ISP can block only some intermediary servers by IP-addresses. But it's impossible to block absolutely all VPN-servers, because there are so many of them and their addresses are constantly changing. Accordingly, in this case, you just need to use another VPN-server.
It means that now all the traffic is sent to a VPN server (which can be an ordinary proxy). This is a kind of warning that the remote server can now collect data. Therefore, you should use only well-tested VPN services.
To create a local proxy server using Privoxy, follow these steps:
1. Install Privoxy.
2. Edit the configuration file: Uncomment the listen-address, listen-port, forward-suffix, and destination-server lines.
3. Save and restart Privoxy.
4. Configure your browser to use the local proxy server.
5. Test the local proxy server.
