In a local network, you will need two computers to do this. One will be used as a proxy server, the other as a client. Then you need to activate the proxy on the server. And on the client PC - choose to access the Internet via a local network connection (i.e. from the server). Another option is to use a web server like Nginx.
The first thing to do is to find a suitable proxy server with an IP address and port. Then you should check whether the proxy works by means of a special program or an online service providing such services. The next step is to configure the type of browser you are going to use. The procedure of setting itself depends on the type of browser and does not take much time. After correctly entering the IP address, username and password of the proxy server, don't forget to save the changes you made.
Technically, ISP can block only some intermediary servers by IP-addresses. But it's impossible to block absolutely all VPN-servers, because there are so many of them and their addresses are constantly changing. Accordingly, in this case, you just need to use another VPN-server.
A proxy server passes all traffic through itself, acting as an intermediary between the user and the remote server. It is most often used to conceal the real IP, to conditionally change the user's location, or to analyze traffic (for example, when testing web applications).
It depends on the purpose for which you plan to work with proxies at all. Personally, one is enough for myself. But if you plan to do massive parsing, it may not be enough to have 100 pieces.
