In the upper right corner of the browser, click "Settings and Other", and then select the "Options" tab in the window that appears. Both on a PC and on modern cell phones, a built-in utility that is responsible for working with network connections, provides the ability to set up a connection through a proxy server. You just need to enter the IP-address for connection and the port number. In the future all traffic will be redirected through this proxy. Accordingly, the provider will not block it.
Open the control panel of your computer, find and select the item "Network connection", and then click "Show network connections", "Local network connections" and "Properties". If there is a tick next to "Obtain an IP address automatically", then no dedicated proxy has been used. If you see numbers there, it will be your address.
