A proxy is responsible for forwarding traffic. Technically, it just copies the traffic and sends it to the Internet, but it also replaces various metadata (the type of equipment from which the request is sent, the port number, the IP address, and so on). Or it can be simply called a "mediator" in the computer network.
To emulate mouse wheel scrolling and keystrokes in Selenium WebDriver with Node.js, you can use the Actions class to perform these actions. Here's an example that demonstrates scrolling and sending keystrokes:

- driver.actions() creates an instance of the Actions class.
- move({ x: 0, y: 0 }) is used to position the mouse at coordinates (0, 0).
- sendKeys(Key.PAGE_DOWN) performs a mouse wheel scrolling action. You can replace Key.PAGE_DOWN with other keys or combinations according to your needs.
- sendKeys() is also used to input text into an input field. The inputField variable is a reference to the input field on the webpage, and sendKeys() is called to type text into it.
Make sure to replace the URL in driver.get('https://example.com') with the URL of the webpage you are working on, and adjust the CSS selector for the input field according to your webpage's structure.

To configure a proxy on your MikroTik router, you need the Winbox software. The following steps must be done in the application: Open the "IP"-"WebProxy" sections. Check the box next to "Enabled". Enter the parameters of the proxy-server.
After that you have to specify the data of the proxy in the browser to be used. As an example, let's take Google Chrome. What you need to do:
Open the browser.
Click on the icon "?" in the upper right corner.
Go to "Settings".
Select the "Advanced" option.
Click the "System" tab.
Click on "Open proxy settings for your computer".
Click on "Network settings".
Activate the "Use proxy server" option.
In the tab that opens, specify the IP address of the proxy server. You should enter it in the field of the protocol to which the proxy server belongs.
Click the "OK" button to save your settings.
Technically, ISP can block only some intermediary servers by IP-addresses. But it's impossible to block absolutely all VPN-servers, because there are so many of them and their addresses are constantly changing. Accordingly, in this case, you just need to use another VPN-server.
To enable proxies in your MacBook, you need to go to "System Preferences" (from the "Apple" menu), then open "Network", then - specify the type of connection you are using. Then select "Advanced Settings" (can be named as "Advanced"), then click on "Proxy". And then - either set the parameters manually, or specify a configuration file.
